ARERA - resolution 444/2019
The law of December 27, 2017, no. 205 (Budget Law for 2018), art. 1, paragraph 527, assigned to the Regulatory Authority for Energy Networks and Environment (ARERA) functions of regulation and control of the waste cycle, including differentiated, urban, and similar waste, to be exercised “with the same powers and within the framework of the principles, objectives, and attributions, including those of a sanctioning nature” established by the founding law of the Authority itself (law of November 14, 1995, no. 481) and already exercised in other areas of competence.
Among the functions attributed to the Authority are, among others, the “preparation and updating of the tariff method for determining the fees for the integrated waste service and the individual services that constitute management activities, to cover operating and investment costs, including the remuneration of capital, based on the assessment of efficient costs and the principle of ‘the polluter pays’” and the “dissemination of knowledge and transparency of the conditions for the provision of services for the benefit of users and the protection of users' rights,” also through the evaluation of complaints, requests, and reports submitted by users and consumers, whether individual or associated.
After a phase of consultations and discussions with stakeholders, on October 31, 2019, ARERA published the following resolutions:
- Resolution 443/2019/R/ref “Definition of the criteria for recognizing the efficient operating and investment costs of the integrated waste service, for the period 2018-2021”, which approves the “Tariff Method for the integrated waste management service” (MTR);
- Resolution 444/2019/R/ref "Provisions regarding transparency in the management of urban and similar waste services," which approves the "Integrated Text on Transparency in Waste Management Services" (TITR).

Payment methods
The amounts of the TARI can be paid without any type of charge by using the F24 forms attached to the payment notices:
- at all post offices;
- bank branches;
- through home banking services (internet).
Anyone who has lost the F24 form or intends to make the TARI payment in a single installment can fill out the online form by accessing the link F24 FORM.
Payment can also be made at tobacconists that provide this service with a commission based on the circuit used.
Residents in the municipalities that have already activated it can pay the payment notices online through the platform Pago PA.
Payment deadlines
The payment deadlines for the TARI can be found for each year on the page of your municipality of residence.
Sanctions and interest applicable for delayed / omitted payment
In case of omitted, partial, or delayed payment, a payment reminder will be notified, and if the arrears persist, an assessment will be made with the imposition of penalties, interest, and notification costs as per the regulations governing the Waste Tax - TARI of each Municipality.
